The Bill Draft on the free access to and exercise of service activities, also known as “Ley Paraguas” in Spanish, incorporates the principles of the Services Directive to the existing Spanish regulations. Thus, this Bill Draft is aimed at:

Law to modify and adapt other laws to the Law on the free access to and exercise of service activities
The so-called “Ley ómnibus” is a global, comprehensive law intended to adapt existing national laws to the Law on the free access to and exercise of service activities. According to the estimates, this might affect 60 laws.

Bill Draft on Professional Services
This is aimed at reforming professional services, applying the Services Directive to Law and Engineering professionals, among others. This will strengthen the principle of free access to these professions, doing away with unjustified restrictions on competence and strengthening consumer protection, giving pre-eminence to the role of Professional Associations, which will be provided with updated regulations.
