Partial reform of the legal frame in order to guarantee a more agile, less costly bidding procedure, as well as to guarantee a greater efficiency of the existing bidding procedure as far as results are concerned and to encourage companies and applicants to enter bids, eliminating unnecessary procedures, reducing costs and restructuring the bidding management system.
